Epidemic of fear

The COVID-19 disease has done something with the world that has never been seen, heard, or imagined before. Every epidemic makes people anxious, but the uniqueness of this one has led to a massive response from governments, global organizations, powerful media companies, and non-governmental global organizations. According to Italian philosopher Agamben, these powers have together created a "state of exception" and a "disproportionate fear" towards it by discovering 'a pandemic.' They succeeded because they turned the fear generated by the pandemic into a tool of personal and social control. Despite some criticisms, critics of society and the state have not shown much eagerness to challenge the controllers and rulers who have turned fear into a tool. This extensive review of the Corona-era by Pramod Ranjan focuses on the reasons that initially seem responsible for the fear born from COVID-19. This research article avoids popular 'conspiracy theories' and highlights health-related emergencies, policies declaring any illness a global pandemic, corporate interests involved in such decisions, continuous spread of negative and frightening news during the pandemic, presenting infection news without any comparative context, terrifying predictions of millions getting infected and dying by pandemic modeling experts, halting reassuring news, establishing harsh lockdowns as the only solution, exaggerating death tolls, imposing heavy penalties and fines by governments, various forms of traditional media control, and the politics behind creating an atmosphere of fear through effective handling of data.

कोविड-19 नामक संक्रामक रोग ने मनुष्य द्वारा रचित संसार के साथ ऐसा कुछ किया है जो पहले कभी न देखा गया, न सुना गया, और न ही कल्पित किया गया। वैसे तो प्रत्येक महामारी मनुष्य के मन में कुछ बेचैनियाँ पैदा करती ही हैं, लेकिन इस महामारी की अपूर्वता ज़्यादा बड़ी हद तक इसके प्रति सरकारी तंत्रों की अनुक्रिया, विश्व-संगठनों के रवैये, दैत्याकार मीडिया-कंपनियों और ग़ैर-सरकारी ग्लोबल संगठनों की कारिस्तानियों का संचित नतीजा है। इतालवी दार्शनिक आगाम्बेन के शब्दों में कहें तो इन ताक़तों ने मिल कर ‘एक महामारी का आविष्कार’ करके उसके प्रति ‘अनुपातहीन भय’ को जन्म दिया है। ये कारिस्तानियाँ इसलिए कामयाब हो पाईं कि महामारी से पैदा हुए भय को व्यक्तिगत और सामाजिक नियंत्रण के एक औज़ार में बदल जाने दिया गया। चंद अपवादों को छोड़ कर समाज और राज्य के आलोचक बुद्धिजीवियों ने भय को उपकरण बनाने वाले नियंत्रक और शासक-स्वार्थों को आड़े हाथों लेने की तत्परता नहीं दिखायी। प्रमोद रंजन द्वारा की गयी कोरोना-काल की इस विस्तृत समीक्षा के केंद्र में उन कारणों का लेखा-जोखा लिया गया है जो पहली नज़र में कोविड-19 के गर्भ से जन्मे भय के ज़िम्मेदार लगते हैं। यह शोधपरक लेख प्रचलित ‘कांसपिरेसी थियरीज़’ से बचते हुए स्वास्थ्य संबंधी आपात-काल और किसी बीमारी को वैश्विक महामारी घोषित करने की नीतियों, इन निर्णयों से जुड़े काॅरपोरेट स्वार्थों, महामारी के दौरान लगातार नकारात्मक और डराने वाली ख़बरें फैलाने के प्रकरण, संक्रमण के समाचारों को बिना किसी तुलनात्मक परिप्रेक्ष्य के प्रस्तुत करने, महामारी-माॅडलिंग के विशेषज्ञों द्वारा करोड़ों लोगों के संक्रमित होने और मर जाने की ख़ौफ़नाक भविष्यवाणियाँ करने, तसल्ली देने ख़बरों को रोकने, कड़े से कड़े लाॅकडाउन को ही एकमात्र युक्ति के रूप में स्थापित करने, मौतों की संख्या को बढ़ा-चढ़ा कर बताने, बड़ी सोशल मीडिया कम्पनियों द्वारा अल्गोरिद्म और आर्टिफ़िशियल इंटेलिजेंस की मदद से अपने मंचों पर ज़बरदस्त सेंसरशिप थोपने, सरकारों द्वारा कड़ी सज़ाओं और जुर्माने के प्रावधान करने, तरह-तरह से पारम्परिक मीडिया-नियंत्रण करने और आँकड़ों की कारीगरी द्वारा भय का माहौल बनाने के पीछे की राजनीति पर पड़ा पर्दा हटाता है।
